WHEREAS, it is the policy of the Government of Bayelsa State to create an enabling environment for business and entrench measures and strategies aimed at ensuring ease of doing business in the State.

WHEREAS, the Government of Bayelsa State is desirous of establishing a State regulation to adopt, harmonize and standardize aggregate fee for obtaining ROW by relevant entities.

WHEREAS, in order to achieve the Government objectives of attracting local and foreign investment in telecommunication infrastructure across Bayelsa State, there is a need for certainty and transparency on the Right of Way Charges for Fibre Optic Cable Deployment.
